Timothy Buggy
Charles Phelps sponsored work for Timothy Buggy, who would have otherwise been sent to the House of Correction or the Work House. The Overseers of the Poor for the Town of Hadley were responsible for determining how to provide for the indigent, judging Buggy as both capable of work and unproductive, they assigned him to Charles Phelps for three months of labor. At the end of the term, Charles likely fulfilled his obligation and compensated the town for an amount equivalent to the labor he received.
